Yes they are, I do have one person ahead of you on the list for commissions however. Also sadly, yes, that would be considered a custom pony, but with that little detail only the custom pony could only cost around 40-70 points.

Cause then it would be
Custom Pony: 100
Base Doll: 30
Or just a ref sheet of the custom pony, or in other words a custom pony on the ref sheet base, would just be a custom pony
