Well I would suggest getting a tablet and pressure-sensitive art software first off.
Programs I would recommend are Paint Tool SAI (for its simplicity and overall amazing-ness) and Photoshop (more complicated..I can't understand most of it. But it's got some cool little effects if you take the time to go through it all. My tablet came with Photoshop Elements 5.0 [toned down version of Photoshop; basically for photography], but my old computer had some kinda fancy Photoshop on it.. Never understood it.. And Photoshop's expensive ;A;)
LOTS and LOTS of tutorials. I live off of others' techniques. Try others' way of drawing and coloring, and you will eventually develop your own style (I'm still in the process of finding my own style).
Find your inspiration, whether it be movies/shows you used to watch as a kid or your favorite music. I often find these to be most inspirational to me. You may not be the same however, so don't be afraid to explore a little.
Also, don't be afraid to show aspects of your art just because you think it looks bad. Like hands, if you always draw them behind something, you'll never improve. Art is basically ripping your soul open for strangers to judge. And to be successful, you'll have to take their judgement, assess it, and learn from it (not telling you to take comments like "LOL U SUK" seriously. There's nothing to learn from that other than humanity's rising stupidity.. You'll probably receive comments like "I like your drawing, but the background seems kinda dull." And that's not bad. More tutorials, look at others' work [Reminder: NEVER COPY ANOTHER'S WORK. EVER. Techniques are fine.], and learn to spend more time on backgrounds until you get better. No one's good at them in the beginning.).
Joining dA's groups will get you a proper audience. Submit your artwork to whichever group(s) you think suit your artwork, and others in that group will be able to see it. It's a lot easier than waiting for others to just stumble upon your work..
Most importantly, just have fun! Seems like a hard task, but when you just let your mind free on an open canvas for a few moments, it can turn out to be something beautiful So never hold back, but keep rationality in mind. Art will never be an overnight thing however; it takes time and patience.

Yes, actually; it is around $60, but there is a free one month trial for it to make sure you're comfortable with it.
