either adobe Photoshop elements 7 or corel painter: I usually switch between the 2.
corel has more colors readily available and more brushes, but it's difficult to use the smudge, opacity, burn, ect, so I use Photoshop for that. also, in corel you always end up with an extra layer because it won't let you erase on the 'background' layer or get rid of it.

both programs came with my tablet. what sort of tablet did you get anyhow?
also, If you don't have software included I've heard a lot of good about GIMP which is money and virus free
