For me it is. For a couple of reasons: street fighter characters are known for fighting and action. Not nessecarily for love and sex. Also ryu, having traveled the world, and no relationship, probably is a virgin. Finally, for a love/sex scene to work (for me personally), it cant be forced. It has to feel natural.

Balrog loves money
Vega loves himself

So romance is prevelant in SF. Its just not known for it. But i bet if you dug deep into the characters relationship, that will definetely come out. I mean, ken and eliza have a son. He had to have "done it" to her at some time.
