It's probably for the best. The Americans might have gotten upset for having the Doctors Nine and Eleven in the same episode.
Also, good thinking on not showing their faces. It must be expensive to get Eccleston and Tennant on purpose just to take some promotional pics.

Actually, I think that's probably them, or at least David Tennant, because it shows his hand. Plus, the thing with not showing their head is probably because their clothes are something that sets them apart (but Ten has more than one distinctive clothing, so they put the blue screwdriver in there as well).

And I think their FACES are a bit more what sets them apart than their clothes, which any extra can wear, and that's probably what happened.

I meant their clothes set them apart because, for instance, Eleven is known for wearing those clothes (the bow tie and stuff), Nine is known for the leather jacket, Ten is known for the blue suit or that long coat, so the idea with putting just the bodies is that people see a green shirt and a leather jacket and they know it's the ninth Doctor, the same for the other two. It isn't like Doctor Who doesn't have money to hire the actors, they'd probably do it for free anyway.
Also, if the actors are in the episode, they had to be in the studio anyway, shouldn't take long to take a picture of them.
So, it's almost surely them, at least Doctors 10 and 11 (Doctor 9 could also be anyone else, but since he was there, in his clothes, filming, it's unlikely they paid someone else to take a picture).

How the hell do you know if they were there filming? You don't know if there's actually gonna be an episode with the 3 of them. Actually, it's likely that none of them ever saw Eleven, because in "The Eleventh Hour" there's that alien who briefly turns into Matt Smith and the Doctor doesn't recognize him (because he hadn't had time to look into a mirror yet).

I think it's not just the three modern Doctors, I've seen that kind of posters on Tumblr with one or two of the old ones as well. Can't be with all the Doctors though, considering at least One is dead.
