Description Step one: Draw purple whatever (other colors can work but I use Purple, colors like Black and White will produce less colorful results). To add, its best to do this on a seperate layer from the rest of the drawing

Step two: go to the effects buttion and go to glitch, do Artifact and go to 100% (for the best results, set Block Size to 0% or 1%)

Step three: Go to effects again and go to Noise, set it to 300% (I know it says 100% but I forgot the max you can set it is 300%).

Optional things: If you want a more glitched effect, you can set the contrast higher. You can also go to effects, press Liquify and use the Crystalize effect for a better result. It is not recommended you set noise to 600% or higher, it removes the color.
