Well, this is cute, charming and certainly brightens up my day a little (and analyzing it frame by frame makes me wanna animate a bit myself, haven't done it in a while) but if you want this animation to be as good as it can be than I suggest redoing it and gets some tips on animation cause some basic things are missing here. Animation isn't just about making nice drawings (which you most certainly can do), animation is mostly about movement and understanding how things move/work. While I'm not really an expert as I only passed my 1st year in animation I think I can give you some tips that will help you animate better.

In animation things don't move at a consistent speed (unless their mechanical) they usually gain and lose momentum. The rope here doesn't seem to speed up or slow down as it should, it mostly seem to be going at the same speed except in the frame where it goes over his head. While the sudden large distance between the frame of the rope above Tails' head and the one after it when it falls down isn't too big, the way it gets above his head doesn't work because the distance is too big and just seems to appear over his head, an extra frame or better momentum could solve this. Try animating a bouncing ball (this should help courses.cs.washington.edu/cour… ) or maybe a pendulum (like I did here: cradow.deviantart.com/art/Pend…) in order to get the feeling of things slowing down and speeding up.

Another important thing is how things like hair and clothes follow after the head or butt or whatever. the way Tails' bangs and little fur on the left cheek follows him down as he falls dows is a step in the right direction, but it should keep falling down after his head stopped moving (kinda like I did the hair here: cradow.deviantart.com/art/Cuts…). His Tails also look a little stiff and should move at a more wavy way (usually resulting in a frame where they're shaped like an "S"). It would also be nice if Tails' ears would follow Tails' head the same way the other things I just mentioned (maybe the shoes too though being more solid they shouldn't move as much).

Also Tails needs to move him arms in order to swing the rope, it looks a bit like the rope moves by itself.

Don't feel too bad that your 1st try didn't come out perfectly, that happens often in animation, it's usually best to start off with something simple instead of a full character. I give you credit for trying to tackle something like this AND not giving up after 2 or 3 drawings . Try animating simpler things and once you get the feel for animation try this again, if your animation would be as good as the drawings than you'll really have something good here.
I hope you find this comment useful and don't give up, you'll get better.

Actually I planned to fix hands in lineart as well as the rope, but indeed I have A LOT of problems with movement. The main problem is - I can't properly imagine the difference of movement with various weight. Maybe you could give me some books or tutorials and advices on that?
I'm reading Animator`s survival kit by Richard Williams, so I'm familiar with some basics, but still it's very difficult to me. 3 months ago I've made a run cycle animation for my friend's project, but that was REALLY simple character, and I can only do simple things like this.
Also I need to learn how to animate with that... ummm... cartoonish speed lines? Sorry, I don't remember how to call it in english, but I think you know what I'm talking about.

Thank you for the compliments about my animations, personally I'm not that happy with them cause I wanted to learn to animate and draw digitally, things like coloring are easier that way and you don't have to wait for every single frame to get scanned, you can see them right away so it's easier to see when the timing is off than when you wait for every single one. Also I didn't get to pick what I wanted to animate and I had to make each one in like a week or sometimes two (with other projects too which means less time for animation) so I rarely got to work for as long as I thought was needed on them. The cutsie animation was a rare case where I did what I wanted, I don't even remember what I was told to do but they liked it, so it's cool.

If by speed lines you mean those smears I did, than "smears" is what they're called (also my traditional animation teacher didn't like that I used them, she said it is a trick that comics use to for motion and that you don't need it since animation already has motion in it, but I kept doing them anyway cause I like 'em and I already saw this effect used well in many animations so I don't think it should be exclusive to comics).

I haven't read Williams' book cause I already read another two books before it (one with which was huge and with over 500 pages) but I have that book too in digital format. I heard it's a really good one.
The best way to learn animation is to watch videos frame by frame or real life and often try (if you animate a character instead of an object) to act these things yourself and study how you walk or jump or whatever you try, that how I figured Tails's arm should move more (Don't try it in public though, it can look very silly).

I think if you learn to make regular drawings with loose poses in them than you won't have trouble drawing like similar poses in animations. If something looks stiff as a lonely drawing than it probably won't look that great in motion (sometimes they look fine but I wouldn't count on it with my work).
