I get what you're saying about the front wheel, but actually I think it's supposed to look that way....
You can see the shadow of the wheel on the pavement in such a way that the wheel looks like its floating above the ground,
with only the small wheel on the ground - I believe this adds to the "freedom" and "fantasy" feel of the artwork.
