Wheeler, as he's known by his customers, is a black market dealer who specialises in Human items. A while ago, during the 1800's, he used to trade human slaves to the highest bidder but that died out in The Flying Market at the beginning of the 19th century.

He had to adapt with the times, so rather than selling humans, he simply sells their belongings instead, often using Snitchflints, small four armed creatures to go into the human layer and filch them.
There are many rich clients in the Indergrunde who find human creations amusing, so certain items go for a lot of moolah. For example, children's socks, due to their size, intricacy and deliciousness when put into a stew, are quite valuable stock.
But Wheeler can get it for you.
Wheeler doesn't talk much about himself, he's more interested in the sale than about chit chat but people have gathered up bits of info over the years. Stories and such.
Apparently, he was in all five Indergrunde wars, sometimes a soldier, always a theif and it was in the third, apparently, that he lost his face (he was pilfering bodies during crossfire and a large cannonball went astray).
At one point in his life, say the grapevine, he had an illustrious career in Indergrunde politics, until it was discovered he had been embezzleing money from the taxpayers.
And according to gossip, He was the first person to use a Cash machine in the UK, not Reg Varney (he was hoping that if he pressed enough buttons, money might come flying out).
He's not a bad guy, people will tell you, just a bit selfish. And uncaring. And rude. And dirty. And smelly. And sly. And-
He wasn't bad.
He never took sides, he was happily neutral and would remain so. He would never nose in your buisness as long as you didn't nose in his.
Until that Boy came along.
