Colonel Kyoshiro Todoh is a former Japanese special operations officer who lead the Four Holy Swords and was the personal martial arts instructor of Suzuaku Kururugi, he remains one of only a handful of people probably only including himself and Lelouch who know how Suzuaku thinks, at the beginning of the Britannian occupation he became the face of the official resistance with the nickname of 'Todoh of Miracles' eventually his group was absorbed into the Black Knights and he became Zero's chief military strategist and eventuality the top General of an independent Japan.

I know that Todoh is a pretty minor character, but as the face of the official resistance and a major character in Suzuaku's past i thought i both needed to cast him and i needed someone who would really make a splash. I ended up looking at accomplished martial arts actors and ended up with Wushu master Jet Li (The One, The Expendables, Kiss The Dragon) i thought of Li for the role for several main reasons, i thought he could certainly match Todoh's cold duty bound attitude and he had experience with doing sci-fi/fantasy films already and did a good job at it.
