Ryu Hayabusa is at Acre, Israel (a real-life place). He is wearing an ancient middle eastern outfit with a mask to protect his face from sand and wind. He is in a night time setting at an alley way somewhere in Israel and hence the phrase "Warrior of the night" in the Hebrew (Jewish) lanuage.
