It's not better or worse, but I think SAI is really good for drawing. You can draw with photoshop, too, but you can also edit photography with photoshop. So photoshop is for many digital things, while SAI is mainly geared towards drawing

Ohh select pen, after selecting everything, I click open a new folder, then I click on mask, then I make a new layer inside the folder and fill it up with color or color it in with a brush tool. I use the brush tool for almost all the coloring (clothes, skin, hair, eyes, etc.)

Actually, I stopped using PS7. I mainly use PaintTool SAI now. I sometimes use PS7, but it's for very little minor things.

It's like... a really super simplified version of PS. It's like any other drawing program with layers and tools and stuff. It doesn't have those fancy stuff that Photoshop has that you would use to edit photography with. But that's because Sai is pretty much all about drawing and coloring :3.
