Guam feeling mistreated (and rightfully so) demanded to be allowed to become independent, the Confederation did not want this as many of its secrets would be revealed and so gave a deal to Guam to become autonomous state with its own democracy and money and would give it military support essentially making it a protectorate, Guam begrudgingly accepted knowing the force of power the Confederation had.
