The research I've done using the experimental model made of the female Agent 8's top, I've concluded the playable Octoling model does not have a chest clipping issue like the hostile Octoling model does.
Thus, Jane will be wearing Inkling girl underwear and not octoling girl underwear.

I can also confirm the playable Octolings have the same chest size as Inklings. If you can load the Blender files, you can see that their bodies are quite similar. The only difference in body shape seems to be the larger ears.
