Mr Golightly oversees the House for Correction of the Idle, a workhouse in Hob’s Bottom, one of Middlemurk's poorest parishes. He's a gutter troll who grew up under the Gallowsbridge, dreaming of a better life in the city above.

He was the runt of his family and has never managed to shake off the feeling of being small and insignificant. As a result, he's always had something to prove, and his position as beadle gives him a sense of power and importance he hasn't experienced before. Mr Golightly is never happier than when he's whipping a vagrant or terrorising a helpless orphan.

Despite his imposing size and fearsome appearance, Mr Golightly is a coward at heart, always quick to back down from a fight if someone stands up to him. He relies on his position of authority to bully and intimidate those under his supervision. He's convinced himself that he's doing the right thing by making the inmates work long hours for meagre rations, believing that it will teach them the value of honest toil and discipline. "Look at me," he is often heard to declare. "A humble gutter troll made good, beadle of the parish, all through hard work and persistence." In reality, he's just perpetuating the cycle of poverty and oppression that he himself grew up in.
