The dude is the one who killed the dragon. Before dying though the dragon cursed him with eternal life. Now he comes back here year after year to atone for his sin...

Kind of reminds me of The Legend of Zelda: Ocarina of Time - there's a dungeon where the entrance to the boss fight is a massive dragon skull - www.zeldadungeon.net/Zelda05/W… , and there's a theory that the hero of that game is later reincarnated as the Hero's Shade - www.zeldadungeon.net/Zelda11/W… . Especially because the official canon explanation says that the Hero's Shade exists because of his regrets in his former life; kind of makes sense to me that he'd visit the places where he was victorious, to feel a little better, maybe. I know that probably wasn't your inspiration, and maybe you didn't know about any of what I've just said, but it was the first thing that came into my head.

I do like the idea that a dragon can vomit forth a vengeful spirit in it's death throes. I also like the artwork, but I should hope that goes without saying
