FRLG styled revamp of the GSC female Rocket Executive.

I changed the belly hole into a belt both because it doesn't fit the otherwise serious design and also… it's ugly. But other than that I stuck with the original design shown by the sprite and TCG.

These sprites will be used in my game for Executive Helen, the head of Team Rocket's financial department. She's a non-nonsense, stern woman who's constantly on edge because she's pretty busy and stressed. She's the only one besides Giovanni and Ariana who has access to all of Team Rocket's records, so she technically has the third highest rank, but only has command over her departments.
