I imagine that he's a shy lonely kid who just want's a friend, but all sea creatures are scared of him because he has sharp teeth, so he keeps his mouth shut and uses his light to attract creatures that could be his friend, but every single time, he opens his mouth and blows it.The drawing is mine.
