This is a character fron a TV show in a TV series "Puppy Dog Pals". When I saw this character, I knew that the first thing I do is draw him. I really love how they made an elastic supervillain dog, it makes me wish I had him as a pet dog (as well with Stretch-o-Mutt). Really reminds me of Stretch-o-Mutt but as a villain, don't it?
