Tiles pinned to the desktop are at 75% opacity so the wallpaper can be seen even if the desktop is cluttered with tiles (although I suppose this would be customizable if implemented, as it'sΒ the perfect location for Microsoft to import the tile transparency customization settings from Mobile to PC).When hovered, the tile would become 100% opaque, which is why the Word tile is opaque while the rest are slightly transparent.
