It is a very comic, bravo.
About technique: the way you draw the characters is perfect; nothing to say here. The expressions of the characters are especially good and original. Of course this is just black and white with no panels or background, but I know it's done this way on purpose; here's a well-earned 5, I'd say — following the concept you had, it couldn't possibly have been handled better.
As for the story itself… The way the characters speak really sounds like them, and I like the idea of Oswald doing the grading stuff. However, the overall story and its Æsop are… you know, nothing new. This kind of thing has been done a thousand times. Often not quite as well as your version, of course, but I can't give a full 5 out of 5 on originality.
As for the impact it has on me, I liked it very much (I'm not writing this critique for nothing !); it's a discreet, not very ambitious comic, but it's handled very well, and I would like to see such things published in official Disney comic books (well, with color and stuff, of course, not in sketch form).
