Sometimes game mechanics and game text contradict one another. Usually it takes a while for this to be evident, like how mages in Dragon Age are easy to kill and thus not the great threats they are painted up to be. In Shadowrun it starts in the character selection.It's a charming game nonetheless, but... but I mean... No proof?

Game balance vs story logic. In universe, The average Troll and Orc have a shorter life span than human so they simply don't have much time after grammar school before they maturity and need to hit the streets to earn a living.

The description is lifted almost verbatim from the pen and paper version, and in that they also have lower maximums, but the important thing to remember is that they do not start with any penalty to the Mental attributes. 'Average' folk in Shadowrun have attributes at 3 or 4. Trolls normally have that level too so they have the same representation at the average level of intelligence as every other race as well as above and below the curve. They simply lack genius's. Which is hard to prove and quantify.
