Pazuzu is the Commander-in-Chief of Hell's Police Force (H.P.F. for short), Overlod demon, and one of the Mercs-4-less friends. Saw once saved Pazuzu's life and in return, Pazuzu promised that Saw's mercenaries would be allowed to do their jobs, as long as they didn't break the law. Pazuzu is usually tough and strict, but kind-hearted. Although he is an ally of the Mercs-4-less, he doesn't really like their ways of doing things, for which they usually destroy the city (unintentionally).
