Vegeta would blast the hell out of the water to the point where there is no where for him to hide. Then he would laugh for a while and then kill him with a specialty move. I give this fight over to vegeta just because he is a ruthless and doesn't like to stay in the water. Now, if it was Goku, then Namor because Goku would fight under the water like an idiot.

Inside water (an underwater battle), Namor defeats Vegeta SS1 (maybe even a SS2, with A LOT of luck... Saiyajins are too slow, inside water, and they can't hold their breathses for too long, 5 minutes, tops). Out of water, Namor is doomed. He can be as physically strong as a SS2, but, he is too slow, to fight them outside water.
