This is an image I made to fill one of the picture frames in DXP's recreation of the Exodus SPF Office as part of the RE1.5 REvisited project. In Exodus this is where the Radio Room is located in RE1.5, at the back of the second floor of the old RPD station, and in its version of events we find out that this was the original office for the RPD STARS teams before they moved to the new RPD station, which is where you find them by the time RE2 rolls around. In the Outbreak series we learn that Chief Irons created the Special Police Force (SPF) to replace STARS after he all but disbanded them following the disaster of the Mansion Incident (RE1, RE1R), and that Kevin Ryman was a member of the SPF (hence his uniform). That's why he's in this photo. Chief Irons is on the far left (that's KitMartin's fanmade version, I still like it better than RE2 REmake's myself), and the fellow on the far right in full tactical gear is supposed to be SPF commander Captain Jason Denham, per Exodus. FYI and a small spoiler here, Captain Denham died along with all surviving SPF members save for Kevin Ryman, as Denham and his men help to lead the last stand of the RPD against the zombie hordes as depicted in the opening of the original RE3. That's in the Exodus continuity, of course. (grin-and-wink)

BTW the SPF may be called something else now for all I know, as I've been out of touch with the RE franchise for quite a while and the franchise reboot with RE2 REmake and RE3 REmake changed a LOT of things, but that's how I understood things back in the day. If it's called something else or you want to call it something else, more power to you.

The various SPF member models are from all over the place. You might recognize fellow XPS artist Damian Handy's OC RPD SWAT officer on the far left of the front row. It's my nod to him and all of his work on the XPS scene back in the day (grin).
