You can probably recognize this guy! (I hope) I thought of this yesterday and since Im off today why not.

So this isn't really canon. He does not have the ability to walk on land; his ability is something else and we'll get to that another time xD
The ability to grow legs is mostly possessed by those who live closer to the surface; their features are much more human and with the addition of legs, most wouldn't be able to tell the difference between them and actual humans.

With deeper dwellers like this guy, their genetics alter their appearance much more. For example, human ears cannot handle depths quite that deep, and so the mers that live down there have adapted ears. Whereas surface dwellers would have ears that much more resemble a humans. An ability to grow legs does just that; grows legs, and on a deeper dweller it would look something like this. Which is obviously not quite human and sticks out like a sore thumb.

The legs ability is incredibly rare to have with those who do not live near the surface, so this is not much of a problem, as those who may possess it can go their whole lives without using it or even knowing they have it.
