Albino? Amazing to see this coloration. Maybe that's what leucistic means.

Leucism is a lot like albinism, but usually it isn't this extreme. A leucistic bird will still have some pigment, which can range from them having only one or two white feathers, to being almost enitrely pure white, like this bird. The pictures will not show it, but on her wing and tail feathers, there are very faint hints of where certain markings are. If she were totally albino, those faint markings wouldn't be there at all.

I suppose their tail is not very red then, is it? They still look very powerful and dignified. Well done.
Do birds with conditions like this require special care? I would assume they could have a harder time in the wild.

Haha, nope! Her tail is pure white, with a very light marking at the base of her tail where there would normally be a thin black band.
Not particularly, we would care for her the same as any other red tailed hawk. There aren't a whole lot of them in the wild, but there are a few. There are a couple here in Oklahoma/Kansas that have been around for years. This bird was found fighting with another wild red tailed hawk. It was decided that she should be a captive bird just in case her plumage was the only reason she and the other wild bird were fighting (although wild birds fight ALL the time.) Not long after that, the Comanche Nation's one organization called SIA took her in. White red tails are thought of extremely highly in their culture, so they have been caring for her ever since. She has been a foster parent to many birds over the last couple of years
