Yep, she's most likely with him unless there's a ghost prison handy. He doesn't appear to be holding her chain this time, though.
There are two obvious things for Scourge to do here: betray his "master" or trick them into thinking that's what he's up to. Honestly I'm hoping for something less expected and cliche. There's got to be a third, more Scourgey option.

Why not a mix of the two options? That's pretty Scourgey to me.
Also, in the previous issue, right before Vennie was revealed to everyone that she was caught by Scourge, I didn't see him holding a chain when she was invisible.
Nevertheless, we'll know how everything turns out with his motives in the next issue for sure.

Well, a couple of his major weaknesses are that he's inherently selfish and hate-filled. If she changes those, Scourge won't be Scourge anymore.
That's what I thought too, but Evan pointed out that you have to look closely and you will notice he's holding something in that page. Turns out it is the chain after all. I'm still shaky on how he got Vennie to go invisible for that. I mean, did he say "Okay, stay out of sight until I jerk your chain, kay?" Just doesn't seem likely to me.
