is pixel art like using basic paint to make the art or what? I've asked several people but each person gives me a different answer

Some purists also limit themselves to using specific color palettes as well for a challenge, or for aesthetics. The standard EGA palette for example, or a certain number of colors such as optimized GIF palettes. -see this link for details- It all depends on personal taste and the style desired. If you've ever edited the sprites in a game such as Wolfenstein 3D (the original) then you've done this. Doom/Doom2 were also 2.5D (not 3D models, but 2D sprites shown with depth scaling in height mapped environments) and required this tedious process for very low resolution animated sprites. Other examples would be platform games like the Super Mario Bros. series and Street Fighter style 2D fighting games.

Pixel art is when you create an image on a pixel by pixel scale. Pretty much the artist has to do everything by hand instead of allowing the computer to do it for you. For example, the brush tool in photoshop automatically creates smooth transitions between colors. In pixel art if there is any kind of dithering between colors then it must be done by hand. This includes the selection of the color of the pixel and its placement.
Some people use paint, like myself, but you can use any program that has a tool that will allow you to manipulate pixels individually.

Pixel art can be creating original art using programs like Ms paint, Paint.net, Gimp, ect...
Or using bases to add hair and clothing to, using the same programs^^
