Description
The Apex Communist Federation (also known as the APECOM Party, short for Apex Communist Party) is a former authoritarian oligarchy that masqueraded as a communist democracy. However, after a revolution, it evolved into a meritocratic democratic socialist government.The Federation originates from former president of the New United States of America, O'Brien, who became disillusioned with Militech's influence on the nation. So he and his supporters left Earth to start their own communist democracy based on the principals of Karl Marx.
The road to hell is paved with good intentions; O'Brien's original intentions were to establish a society free from corrupt corporations influencing the government from behind the scenes. However, while his idea was noble in theory, in practice, things went terribly wrong. Inner Party members corrupted his communist utopia into an Orwellian dystopia and, before he could die, O'Brien had his consciousness forcibly uploaded into a security program, creating Big Ape. Corrupt members of the Inner Party used Big Ape as a puppet leader, while the corrupt elite led behind the scenes. This resulted in an oppressive regime that vilified the United Systems through propaganda as a corrupt, capitalist, oligarchy, despite the United Systems having laws that actively kept corporations in check.
Thankfully, similar to how the INGSOC Party fell, if the appendix of 1984 is anything to go by, the APECOM Party went through a massive overhaul when Proles, Outer Party members, and even honest Inner Party members rose up against their corrupt shadow dictators, restoring the APECOM Party to its noble roots. Big Ape was allowed to die as O'Brien, but the Big Ape symbol remained as a constant reminder of the dangers of unchecked power.
Despite the successful revolution, relations with humanity and the Apex (a race of highly intelligent simians that seemingly evolved from Earth's monkeys) remain rocky due to the anti-US propaganda, despite the US actively helping the resistance and giving homes to defectors who escaped the former labor camps of the old regime, even if it would risk an all out war with the Party. The United Systems indirectly supported the Revolution by giving non-military aid to the resistance and helping refugees escape from their oppressive home. Resistance members would secretly get prisoners out of forced labor camps and take them to a US station in the neutral zone. The United Systems would take over from there, giving the refugees a new life within the US.
That said, the current Federation, ran by democratically elected rulers, are more than willing to negotiate peaceful relations with their capitalist counterparts after seeing how the United Systems has learned from their past mistakes. This is the Federation's way of atoning for their past sins.
In contrast to the old ways, no Apex citizens is born a party member. Instead, being considered a member of the Party is achieved through civil service, not unlike the Terran Federation of Robert A. Heinlein's Starship Troopers or the United Colonies from Bethesda's video game Starfield. Those who serve the Apecom diligently are eligible to be upgraded to Inner Party status, the highest honor any Apex can achieve.
