I just made normal water background and then used Radial Blur filter to make it roundy. Then i used Free Transformation to make it look right. The details of the water are just thin brush lines drawn very thickly and bended in the same way as the water itself ^^
I used Photoshop to make this, so unless you are familiar with it, you probably don't have a clue of what I'm saying
