Sì,sì GIMP è completamente gratis 
puoi fare quasi tutto, il problema è che non ha un'interfaccia troppo intuitiva (ma trovi
molti tutorial sul web!). Diciamo che con GIMP le gif si possono fare, ma non è proprio il massimo!
su Photoshop ho imparato a farle, ma non mi piace molto come programma (forse sn io che sn snob!XD).
Ho imparato grazie a un tutorial...spetta che vedo se lo trovo!
...come non detto!Non l'ho ritrovata, ma ce ne sono un casino su youtube!
Ti coonsiglio di cercare di impararle anche PS perché GIMP ha un limite (non dichiarato)di dimensione
all'incirca 400 pixel x 400 per fare una gif (quindi piccinina). Per farle ti credi tutti i tuoi layers come se fossero
le frames dell'animazione (attenta alla trasparenza, considera il montaggio addittivo e non sostituivo, quindi
se lasci cose trasparenti, vuol dire che si vede il frame sottostante!) POi vai su filtri->animazione e vedi come viene.
(controllare il tempo è un po' uno sbatti, quindi fai finta che ogni frame duri lo stesso tempo ed eventualmente raddoppia/triplica
se vuoi frame che durano di più!). Quando sei soddisfatta vai su ESPORTA e salva come GIF (lì puoi dirgli quanto durano TUTTE le frame,
non ognuna, quindi!).
Quindi, sì. GIMP te lo stra consiglio (è gratis!! 
e poi con i tutorial (che sono quasi sempre in inglese) non ti ritrovi più!
Comunque se poi hai domande chiedimi pure che magari ti posso aiutare!
