Eeeyup. If you listen to his calls, he knows EXACTLY how to get inside springlock suits.
Also, Purple Guy climbs into the suit in one of the minigames.
There is MUCH more evidence supporting that the man inside of that suit is the murderer, the liar, and the Phone Guy.

Both Phone Guy and Purple Guy know EXACTLY how to get into the springlock suits.
Purple Guy will attack you in one of the death minigames on very rare occasions holding a phone.
Phone Guy always sounds extremely uncomfortable, as if he's trying not to give away any information that will cause his cover to be blown.
Phone Guy lies to you on several occasions. They do not see you as endoskeletons at all, that was a complete lie he made up. Why would he lie about this if he didn't kill those kids? Nobody's there to hear him except you and the animatronics, but they don't give two shits.
When Phone Guy dies in Five Nights 1, the trailer for Five Nights 3 says, "He WILL come back," stating that Phone Guy isn't dead just yet. This is proved further by the fact that in one of the minigames, Purple Guy climbs into the Springlock suits, and it finally kills him.
He will come back.

But you can hear on one of the training tapes Phone Guy says that the "Spring Bonnie" suit isn't safe to wear. If Purple Guy is in fact Phone Guy, then why would he climb into an unsafe suit which he knows isn't safe?

When you beat night 5, you get a minigame, where you play as the crying child. This time, you can go in the room where Freddy and his friends couldn't. Purple guy is there, being a coward. After a while he jumps into Springtrap, and he got ded. The End
