Can I still get this effect if I only have Photoshop Elements 9? Its different and that menu doesnt come up when i double-click on the layer...

I havent tried it sorry, try to double click so you dont change the name, if it doesnt pop up I cant help you

oh u draw in flash? but on photoshop i have trouble because it ends up white background if its not transparent

xD I make the outline and shadow in photoshop, it doesnt matter were you daw it, if you save it as a png it shouldnt make the background white unless you save it with awhite background

when i double click on it "layer properties" pops up and the only thing you can do is change the layer name
