He's a ghost (hence the glowing aura) from the French Revolution. He served under Napoleon until his untimely murder. He was a surgeon in his life and attaches to human hosts to travel and frequently haunts hospitals; usually helping comfort the dying or help calm children down... Sometimes he's even aided in surgeries.
