If you accuse someone, you should present a reason for it, like a link to the image that has been copied or something. But if you can't, then you'd better not even say something like that...
Or maybe you just said it is a "copy", like a tribute or something, what is not a bad thing. A "bad copy" would be plagiarism from other artist's work, what I doubt that has happent here...

maybe the artist saw it and got a vague idea from it but i wouldn't call it a copy because there are a LOT of differences between the two pics.
