Depends if wanting full colour, or black and white (line art) with just a bit of colour. Normally the finished line art is built up from pencil sketches, so the pencils are about 10-15 depending on detail, the inking (for a finished b & w image) is about another 20-35 (depending on level of detail), and the colouring (which is Photoshopped in, with optional basic shading) about another 5-10 (depending on details, shading and depth etc.). Any text/design etc. is included.
Here's a finished black & white piece, and coloured piece, for comparison. The black and white piece is really detailed, so that would be the high end of the quote. Or, I could draw in a simpler, or more cartoony style (devil) example (which would be a bit cheaper as it's less detailed)...
