Connie (understandably) has not related the story behind this strange picture to me, and I doubt she ever will. However, I’ve put on my Sherlock Holmes hat and looked the picture over with a magnifying glass, and have reached the following conclusions:

Connie has been captured by a person or persons who is, to some extent, in league with Martians, or has access to Martian equipment. The relatively small size of the shackles and chains holding her suggest that they are made of an extremely strong material, as evidenced by the fact that a very distressed Connie has not extricated herself from them. That, along with their dark color, leads me to conclude that they are constructed of black wardium, a metal that has its origins on the planet Mars. In addition, Martian sympathizers and allies have been known to use the color green in personal decorations (in this case, the nail polish of Connie’s torturer).
Connie was either bound by someone not adept in restraining unwilling subjects, the restraints were not set up for someone of her height, or both. A wise captor of someone as unwilling to stay bound would have put Connie into restraints that better negated her strength by not allowing her the leverage slack chains allow, as well as the ability to tug on her bonds that slackness provides. In addition, unless her torturer is a superhuman herself, she risks great bodily harm from Connie’s inevitable spastic physical response to the upcoming stimulation.
Connie is being held captive in a terrestrial dungeon-like setting, as while the bricks visible behind her are roughly an appropriate color, their style is not representative of Martian construction techniques or style. In addition, a human woman (assuming the woman holding the feather is human) would be highly unlikely to be given the freedom Connie's torturer apparently possesses.
The fact that Connie is clad in a bikini is of no help in deducing the origins or conditions of her plight, as the Crimson Conservative has been known to disregard the rules of proper attire in the past… on many occasions.

Well, that’s all I was able to gather. I’ll ask around and try to piece together the story behind this embarrassing picture of my superheroine, and will hopefully be able to relate it to you sometime in the future…
