Kadabra has legs, so why doesn't he use them? That's a good question, and I got the answer from Alakazam's Pokedex entry, as well as the 3D games...Alakazam's Emerald Pokedex entry says that it's muscles are weak, so it uses it's Psychic powers to move it's body...I just applied it to Kadabra as well because...Well, I felt like it fit
