I couldn't find a thing like this anywhere on the internet so I decided to do it myself.
This is mostly directed toward cities but I guess it could be modified for something else.
Some things to think about when you fill this out could be how the city was built/its history, what the government is like, how big it is in population and in area, what the economy is like, etc. I probably could have put more sections in the template but whatever. It's just a guide. Do with it what you like.
