Making a tutorial would take a lot of time - but you can find tutorials for zbrush (the program i used to make this) on the pixologic website [link]

The only one i know of is Flash - but i don't have much knowledge about 2d animation - so there are probably more programs around.

The first pony model took about 20-30 hours. Additional hair and tail shapes and textures take about 4-6 hours. In this case, making the additional shapes (changeing the body, making the wings, crown, collar and the shoes) took a lot of additional hours.
Setting the pose (concept, modeling the facial expression, transforming the model) takes about 4-6 hours. The rendering and postproduction take 1-2 hours each.
