That's right! Safe City once allowed "dangerous items" into their city, like weapons and stuff. So, why the drastic change?
Well, that's a long and complicated story that Scarfire only briefly touches upon in this page.

Basically, Safe City used to be just as dangerous as Hazard City. In fact, it used to not even be called "Safe City", but we'll hear about that later.
People were tired of the constant violence caused by groups like "The Full Moon Clan" and "The New Moon Clan"- which were also at war with each other,
and one man in particular was so fed up with it all, that he decided to become mayor and get rid of it all.
"Make ____ City a safe city!" Was his motto, and he ended up getting elected.

That man was Biff Steel, a longhorn bull- AKA the dude in the red suit on this page.
Some have called him a hypocrite since he used weapons to get rid of the weapons- but... Anyway...
Due to his influence, Safe City became a land of terrified citizens all looking for a refuge away from the dangers and hazards of this world- most of which ended up going to Hazard City after all of this...

Safe City truly has no military, and its police force (aside from Razor) is weak. All criminals know this, and yet the city stays safe because of the dome which surrounds it. Guards surround the dome, and anyone who dares to enter without proper ID- or to try and enter with weapons on them- is tranquilized and thrown into jail. When criminals are eventually released from jail, they are dumped in Hazard City as it is assumed all criminals come from there.

Usually, people from Hazard City are not even allowed inside of Safe City- but Lightning and his friends have been made exceptions since Falsefur works for Mayor Steel, and Razor is the deputy of the police.

Man, I write weird stories.

Anyway, Biff Steel is an intimidating looking man due to the muscles and the horns and stuff. But really, he's a gentle giant. All he wants is for his citizens to be safe, forever, and he will do almost anything in order to preserve their safety. He's also quite intelligent- the dome that surrounds Safe City was designed and built by him. Many of the current "weapons" in Safe City (mainly consisting of tranquilizers) were all designed by him as well. The man is obsessed with safety. He hates sharp objects, criminals, and Hazard City.

People either love Steel or they hate him. Most of the people who hate him are the ones who lost their homes the day he decided to take away weapons forever. There's a lot of resentment towards Safe City in Hazard City, and vice versa.
