no, he is from another dimension between all the others, always is caring to Sonic Prime, he appears in STH (Sonic the hedgehog) Archie comics in some numbers like 103 (as the narrator of a different Sonic),149 and 150, 197b(saving his home in no zone) and in STH SSS (Sonic super special) where reveals to Sonic Prime, in universe is yet see, I hope this can be a help

yes, but he has his own style, and is so funny when he is with Sonic, in fact, in some chapters the others Sonics appears, look for the archies that I mentioned before and enjoy with Zonic, Sonic, Sonik and the others. He is appearing yet in Sonic Universe, he is looking for his eternal enemy: Scourge the hedgehog.
Those two are like cat and dogs xD
