This is my first shot at making a non-costume or body mod vector and base.Original vector used for lining: [link]
SVG is so you can make easy color, tail, head, and feather alterations. Just watch for white between the wings if you want to round them out to make sure the colors flush.

Super special tip! Copy and paste pieces, lining up with the original ones, open fill and stroke and select another color and a gradient effect for super smexy amazing awesomeness!

I don't think they do. SVG files work with inkscape. It's also freeware.
If you don't want to use inkscape, you can save the image and edit it in GIMP. I hope that helps. The image should be a png.
