A dead letter office is a facility that handles undeliverable mail. People that work there typically open and read the correspondence to find some address to forward the mail to; if not the letter is destroyed and any (noncontraband) enclosed valuables are sold off at auction. It's as dead end of a job as I can imagine...it's a depressing job where depressing things happen on a daily basis, I hope I never have to set foot inside one (let alone work there) and lord help anyone that does work there.
...are you feeling alright? The implications are starting to make me wonder.
