For Balin, I was unsure of what I could add to his design, to make him more than just a regular pony, besides the beard; His robe was mostly covered by the choice of color, the pointy shoes didn't look quite right, and I didn't want to overdo it with the belts (at this point, half of the ponies already had belts). Thus, the final design is fairly generic.
Compare with Dwalin, who has a lot of unique elements to his design, like the big hammer, the tattooed head, and the curious hand-adornments, which makes him stand out. Overall, a real bad-flank.

Balin's cutie-mark is a single binocular; In the book, he was the company's chief look-out. Dwalin's cutie-mark is a pair of crossed axes; They are not visible in the publicity shot, but in the vlogs one can see him carrying a pair of axes on his back.
