Comments are in the img. Although the tutorial on drawing hair from this site might help with the hair in this drawing. Ialso think you should either play with line weight more or add some shading to give his face more dimension, it looks rather flat right now.

All in all, this is pretty good. The proportions seem correct and you have a fairly good grasp of facial anatomy. Quite frankly I don't think it looks much like Tim but I couldn't get a good sized picture of the book cover so I can't really compare the two.
