It should be Czech Republic! o3o It suits her name. 'Czechia' I'd rather not do Slovakia because like Himaruya said, it sounded too masculine. This is cute, by the way!

I think she should be Andorra (officially the Principality of Andorra) [link] , [link] , [link] , [link] . It seems like a perfectly adorable country, which matches your character perfectly.
Andorra is Spain's neighbor, and her uniform made me think of Spain when I saw it. In addition, Andorra has no standing army but signed treaties with Spain and France for its protection. Its small volunteer army is purely ceremonial in function. The paramilitary GIPA (trained in counter-terrorism and hostage management) is part of the national police. So they rely on Spain!
