Quick note: generally, the larger your canvas is, the HARDER it is to create pixel art. Start out with a smaller canvas. (less than 150x150 pixels.) This way, it will also be easier to catch any mistakes you make.Quick pixel art tutorial.
Sorry if it seems rushed toward the end, but the psd file was starting to go over 400 MB and I didn't want Photoshop to crash on me, lol.

do you think pixel art would be easier or harder with a mouse?

im a tablet user but personally it is easier to pixel with a mouse
you have more precision when placing pixels
but thats just my opinion

I use a mouse... I don't think it really matters but with a tablet it's easier to draw on it right away and draw the pixels, where else using a mouse requires lots of patience

Gimp is similar enough to Photoshop, sure~
As long as you know how to re-size, use layers, and use the pencil/eraser tools, you'll be fine~
