not a fan of the face on this one, the eyes are not very attractive and the quality of it looks a little bit different from the rest of the piece, but everything else looks amazing

I've been a Marilyn Monroe fan for over 25 years; have collected many photo books on her; drawn her many times myself, so I'm pretty familiar with the woman's appearance. I think her face looks fine in this piece.
Monroe usually wore false eyelashes stacked one on top another (several pairs at a time), she frequently tilted her head back and squinted a bit when posing for the camera. Those two factors, when combined, gave her eyes an unusual, slanted appearance (which is part of her signature look). That may be what you're reacting to - in which case, the artist is just following the photo.
